Usually the cheapest that I have found is Enterprise and you have to be at least 25, car rentals have gone up the most since the fuel increase and according to the news it’s up 45%. Good Luck!! Better book quickly to lock the in rates.

I have had fantastic luck using priceline.com for car rentals. Use the option where you name your own price. You get a lot more flexibility for car rentals than you do when you use it for flights or hotels. You get to select where, what date, and what time you will pick up the car and what type of car you want. The Chicago pick-up options are Downtown Chicago, Midway Airport, or O’Hare Airport.
Do some online research before you bid on the rental to know the going rates for your dates. The last time I used it I rented a mini van. Online prices were around $230/day, and I got my bid on priceline accepted for $143/day.
